For the Freezing Spray Advisory, moderate accumulation of freezing spray expected. * WHERE...James River from James River Bridge to Hampton Roads Bridge-Tunnel. * WHEN...For the Small Craft Advisory, from 1 PM this afternoon to 4 AM EST Tuesday.
