* WHAT...Very cold wind chills as low as 5 below zero expected at
times. Locally lower wind chill values will be possible on ridge
tops.

* WHERE...Portions of southwest North Carolina and east Tennessee.

* WHEN...From 6 PM EST /5 PM CST/ this evening to noon EST /11 AM
CST/ Tuesday.

* IMPACTS...These very cold conditions could result in hypothermia
if precautions are not taken.
